The voice of Carlos Mesa, ex-president of Bolivia, taking about the Bolivian government and its influences in the Latin American context. 

Journalist, writer and historian, the president of Bolivia between October 2003 and June 2005 spoke of the Bolivian government on the occasion of the disagreement around the voting system that would be used to ratify the new Constitution in 2007.

His appreciation of the country’s situation was generally positive, but he expressed concern about social integration. In addition, he said that there was “a before and after in the history of Bolivia” with the advent of Evo Morales to power, because “the doors of power opened up to the indigenous world” and he compared it with Nelson Mandela’s figure in South Africa and the end of “apartheid.”

No lo sería si la vinculación entre el presidente Morales y el presidente Chávez o el presidente Castro, que me parece legítima de cualquier gobierno que se adscribe ideológicamente en una línea, no pasara a ser un elemento de no mirar que hay un escenario de contexto más complejo y más rico en el que también Bolivia tiene un papel importante que jugar”.
