Madrid / The Vice-President of the Government, Soraya Sáenz de Santamaría, regretted today that the Catalan president, Carles Puigdemont, has not clarified whether he proclaimed independence and said that he has a final deadline to rectify, which ends on Thursday, before the article 155 of the Constitution.
Today, the President of the Generalitat, Carles Puigdemont, responded in writing to the Government of the Nation, without clarifying whether he has declared independence, offering a margin “two months” for dialogue and proposing to specify “as soon as possible” a meeting to explore agreements.
Sáenz de Santamaría has appeared before the journalists at the Palace of Moncloa after this morning has arrived the answer by Puigdemont to the requirement of the Government, in which he does not clarify if there was a unilateral declaration of independence.
“Nobody has had so easy to avoid that the Constitution is applied”, said the vice president in reference to article 155, before emphasizing that the objective of the Executive is not to suspend the self-government of Catalonia, but that it “is executed in accordance with the legality “and that autonomy be exercised” according to the constitutional parameters and the Statute”.
The Vice-President pointed out that Puigdemont had avoided responding to the Government’s first request, which was “not very complicated”:
“To answer yes or no to the statement. Nobody has had so easy the answer and nobody has had so easy to avoid that the Constitution is applied”, she has said.
“As the response has been eluded, the second phase of this request is under way,” in which the President of the Generalitat has until Thursday at 10:00 a.m. to revoke the declaration of independence or to say clearly that he does not have to revoke it because he has not declared it.
According to the vice president, “the commitment, the perseverance in the confusion” is not understood unless he responds to the strategy of the most “radical” that maintains to the Government of the Generalitat “to tighten the situation to the limit”.
Sáenz de Santamaría has been confident that in the days that are waiting for the new term to expire, “the sensibility comes back” and has considered that the letter of Puigdemont to Rajoy is thought more to “see if it convinces someone from outside” citizens of Catalonia.
The head of the Government, Mariano Rajoy, warned in his letter of reply to the President of the Generalitat, Carles Puigdemont, that he will be “solely responsible for the implementation of the Constitution,” referring to measures that could be taken under the protection of article 155.
Rajoy regrets “deeply” that he has not answered the petition he made and does not clarify whether he declared Catalonia’s independence, and explains that this requirement presupposes the previous step to the procedure established in that article of the constitutional text.
