Hugo Martínez (drugs and weapons)

Twenty years after the Peace Accords that put an end to the civil war in El Salvador, Foreign Minister, Hugo Martínez, advocated in Madrid for a new consensus among Central Americans to face the common threat posed by violence.

In his speech at the forum of the Ibero-American Tribune, organized by Casa de América and Agencia EFE, Martínez insisted that violence and organized crime that shake El Salvador can not be analyzed as an isolated problem of his country. ” We all know that it has become a transnational issue, that hits not only El Salvador, but the different countries of Central America, Mexico and other countries”, said the Minister of Foreign Affairs, who met with his Spanish colleague, José Manuel García-Margallo, today in Madrid.

El Salvador is considered one of the countries with the highest rates of violence in the world, with a daily average of 12.34 homicides, according to data from the National Civil Police (PNC). Gangs or “maras”, as they are known in Central America, and drug trafficking are behind much of that violence. Among “the multiple origins” of violence, Martinez highlighted the fact that Central America is located “in a transit territory between the zone that produces drugs and the area that consumes drugs, as well as the area that produces weapons and the area that consumes weapons. ”

Fill the gaps while you listen the MP3:

Read translation while you listen the MP3:

“El Salvador and Centroamérica, unfortunately, are located in a transit territory between areas that produce drugs and areas that consume drugs, between areas that produce weapons and areas that consume weapons. To be fair to the analysis, we have to say that, while it is true that there is a flow of drugs to the north, it is also true that there is a flow of weapons to the south. That is why we claim that these new threats to democracy must be faced with a new agreement between Salvadorans, but also with an agreement among Central Americans.”
