OECD alert to Spain for the possible fall in the quality and equity of employment

Berlin / On Thursday, OECD has warned on the possible deterioration of the “quality and equity” of employment in Spain in the coming years in a report, the result of automation, digitalization and globalization.

The organization analysed the situation of the Spanish labour market in its report “Employment Observatory 2019”, which calls for protection, continuous training and collective bargaining within a “transformation agenda” to face the radical challenges that the labour world is experiencing.

“The transition won’t be easy,” the Organization for Economic Cooperation and Development (OECD) warns Spain.

According to its estimates, more than half of jobs in Spain are going to be significantly affected by this transformation: 21.7% are “at risk of disappearing” by automation and 30.2% may suffer “significant changes”.

The main problem is not, however, the destruction of jobs, says OECD, which thinks new jobs will arise in a similar proportion.

Its “concern” focuses on “the quality of certain emerging jobs,” because precariousness could fuel “disparities” and preying on women, young people and the elderly without qualification.

That is why he asks the Spanish government to act to “extend labour protection beyond standard employment”, understanding it as an undefined and full-time job.

“The role played by the regulatory framework is crucial in the protection of workers,” stresses the text, which calls for strengthening “the rights and protection” of atypical workers, referring to those who do not have what they call “standard employment”.

That is why it calls for combating “false self-employment”, eliminating “tax incentives that encourage an erroneous classification of workers” and extending “protection to the gray zone between self-employment and dependent employment”.

In addition, he urges to rebalance “bargaining power, currently favourable to employers.” (April 25, 2019, EFE/Practica Español)
