US points out its concern about the carbon tax studied by the EU

Madrid / The United States expressed concern on Tuesday about a possible carbon tax that the European Union is considering applying to products from third countries which don’t meet the same environmental standards as those of the EU.

“Tax issues are of great concern to us,” a US official told a group of journalists in the framework of the COP 25 climate summit in Madrid.

The Vice President of the European Commission (EC) for the European Green Pact, Frans Timmermans, said in this same forum that Brussels maintains the possibility of launching such a rate with the aim of avoiding unfair competition from products from countries with lower environmental requirements

“At a given time, we would have to protect our industry” against countries that do not apply measures such as the EU against climate change, Timmermans told a news conference.

The “carbon footprint” in prices

In his opinion, “the carbon footprint should be reflected in the prices” of the products “and, if not, will have to be corrected.”

However, this is only for now an idea and has not been reflected in an EC proposal.

The statements of the US official came when the political negotiation phase of this summit has begun.

The key point is the definition of Article 6 of the 2015 Paris Agreement, concerning carbon markets, whose expression Washington wants to influence as long as it remains part of that pact.

The US government sent a delegation headed by Marcia Bernicat to this meeting, a career diplomat, currently deputy assistant secretary of state for Oceans and International Environmental Affairs, but without a political head of the Executive.

The withdrawal of the Paris Agreement

US President Donald Trump recently started the process of withdrawing the Paris Agreement, a procedure that will not end until November of next year.

In parallel, US figures more committed to the fight against climate change, such as former president Al Gore or former secretary of state and former senator John Kerry (both of the Democratic Party), have also arrived in Madrid for this phase.

However, the government of Republican Trump wants to make clear at this summit that his departure from the Paris Agreement does not mean that he will no longer be involved in all international discussions on this matter, since the United States will continue to be a member of the Framework Convention of the UN on Climate Change.

“The rules set forth in the Paris Agreement will affect US companies that operate internationally,” another Washington official explained, even if her country was relegated to observer status at the Paris Agreement follow-up meetings.

Another key point of the discussions lies in economic support for developing countries that already suffer more fully from the effects of climate change.
